Its a bit of a mystery why BMW denies special exterior color requests. But there are two known reasons: the factory can only plan for a limited number of production slots with an individual color. One these slots are reserved, its nearly impossible to add one more without disrupting the production schedule. The second reason is availability of chemical components required for the individual color.
The bigger mystery is how these production slots with individual color are allocated worldwide.
